I was first thinking about keep playing on TBC but Noggenfogger is 100% Horde, low population server and I’m alliance. Silvermoon is one of the most active PVE servers in EU for Alliance. If you're Alliance then I'd suggest staying on Silvermoon. If you're Horde then go Draenor. Server only affects the guilds you can join and the Auction house. So choose the highest population one with the faction balance towards what you want to play. This will give you the widest selections of guilds to join, and the healthiest auction house, and there are really no negatives.
