You don't need to do anything else but the quest "Heavensward" and be level 60 in a job from either ARR or HW. The only other way to get it apart from the reward of Causes and Costs is to buy them in Idyllshire, which I also can't get too. I think you have to finish HW because, as you said, normally that gear is in Idyllshire.
